The thirteenth session of the Congress in 2019 was held in the form of correspondence: the expert groups traditionally carried out research and project work, while the results of their work were discussed at international scientific events. For example, representatives of the expert group on criminal law and criminal policy discussed the results of the intersessional work at the XVI International Scientific-Practical Conference "Kovalev Readings".
The two expert groups met in a truncated format at the Ural State Law University.
In May 2019, a meeting of the expert group on constitutional law took place. The meeting was held in the format of a roundtable discussion on "Internet, Trust, Freedom: New Opportunities, Legal Collisions". The event was attended by leading constitutionalists, representatives of sectoral legal sciences as well as legal practitioners.
In June this year a meeting of the expert group on legal support for inter-state partnership and integration in the field of economy, finance, taxation and customs relations was held. The work of the experts mainly focused on the analysis of key procedural aspects of cross-border taxation, in particular, when carrying out investment and other cross-border economic activities in the BRICS Member States.
